Sometimes what you will find is that individual agencies will set their own criteria for age, rather than following what the country's guidelines are. Kaz has a very high age limit compared to most other countries, and in my opinion, all agencies should honor that. I would join the Kaz adoption yahoo group to find some suggestions. Good luck!
References :
The requirements for international adoption are set by the country in question. This includes things like age, marital status, infertility, number of children in the family, sexual orientation, etc etc etc.

That said, agencies can also set their own requirements as long as it doesn't conflict with those of the country.

Example: Country A might require adoptive parents to be between the ages of 25-50. But the agency might say that they will only work with couples over the age of 30.

Check the US state department website for Kazakhstan's requirements. It states the parents must be no older than 60.
References :
http://adoption.state.gov/country/kazakhstan.html

There are no age limits to adopt from that country, but obviously each agency has its own requirements. The US state dept. says that 60+ year olds have found it difficult to adopt.

It is still free to adopt from foster care and any aged person can adopt from them as well.
